INSTITUTIONAL ARRANGEMENTS |
The institutional arrangements for MASAF 3 have been designed to support the improved development management and local governance of LAs and CSOs. |

National Level |
At the national level, a Board has been constituted to provide overall policy guidance to MASAF . There are two sub-committees providing support to the Board, namely National Technical Advisory Committee (NTAC) and the National Advocacy Committee for Community Empowerment and Accountability (NACCEA). |
MASAF Board . |
The Board will ensure that MASAF carries out its activities in accordance with the Operational Manual. The function of the Board includes, among others, approving the IPF, approving sub-projects above LA threshold, MU annual work plans, and adequacy of sector ministries to cover recurrent expenditures. |
| It will also receive and consider reports from sub-committees. The Board will meet at least on a quarterly basis and comprises the following membership: |
- Office of the President and Cabinet (Chair)
- Representative from the Traditional Leadership
- Executive Secretary for National Local Government Finance Committee
- Secretary to the Treasury
- Secretary for Economic Planning and Development
- Independent Member (Financial)
- Independent Member (Legal)
- Executive Director – MASAF (Secretary)

NTAC is responsible for, among other things, reviewing and recommending approvals of sub-projects to the Board, advising on sector devolution action plans, ensuring adherence to sector norms and standards, as well as ensuring adequate budgetary provision has been made for recurrent costs that may arise as a result of MASAF supported activities. |

NACCEA will be reviewing the adherence to accountability benchmarks, the monitoring and evaluation (M&E) reports, recommending to the Board graduation of successful LAs to assume full MASAF functions, determine and recommend LA capacity building requirements. |
| It will also be responsible for disseminating results of the performance of communities, LAs and sectors in respect of progress towards attainment of the selected MDG indicators. Membership of the Committee consists of: |
