COMMUNITY DEVELOPMENT PROGRAMME (CDP)

The Component finances demand-driven community-based socio-economic projects managed directly by communities through the Community Managed Projects (CMPs) and safety net operations managed by Local Assemblies(LAs) through the Local Authority Managed Projects (LAMPs).

| In order for a project to be eligible for funding from MASAF, it must have been identified through a Participatory Rural Appraisal (PRA)process, and have a Project Interest Form(PIF) on file. |
Goal |
The CDP component aims at improving community access and accessibility to socio-economic services in urban and rural areas (CMPs), and raising incomes for poor households through cash transfers (LAMPs). |
Objectives |
| The major objectives of CDP are to: |
- Increase the stock of the rural and peri-urban socio-economic assets for service provision;
- Increase access to basic socio-economic services in both urban and rural areas on a sustainable basis;
- Transfer cash incomes to individuals in targeted poor and vulnerable households in the urban, peri-urban and rural areas through labor-intensive public works; and
- Enhance participatory development management capacities at community and district levels.

Guiding Principles |
The CDP is guided by the following principles: |
- Active participation of the beneficiaries at the community level in the pre- to post sub-project cycle stages
- The sub-projects supported are within the community service packages and adhere to sector norms and standards
- Equitable participation of women and men in project management
- Participation of women, men and the youth throughout all project cycle processes to the exclusion of child labour
- Community contribution for CMPs of at least 20% of the total sub-project cost, except for capital intensive sub-projects such as water, where the contribution will be at least 10%
- Self targeting under LAMPs through payment of a wage rate 20% below the market, and linked to a defined task
- Utilization, under LAMPs, of appropriate labour based technologies that are gender sensitive
- The unskilled labour proportion of LAMPs is at least 40% of the total project cost

Activities |
For CMPs, the sub-projects supported fall under health, education, and water and sanitation and must be included under the community service package for that sector. |
| For LAMPs, sub-projects supported fall under water supply and sanitation environment, food security, transport and communication, soil conservation and water resource management. |
