The 12 year Adaptable Program Loan (APL) is expected to coincide with the target for attaining the Millennium Development Goals (MDGs) (2015), by which time LAs will have taken over the implementation of community-managed investments with their own staff as MASAF reduces its staffing levels in line with increasing Local Assemblies (LA) capacities.

In APL I, the goal is to attain 70% in the following targets:

• Local Assemblies with baseline data and targets for 12 Millennium Development Goals (MDG) indicators
• Five fully costed service packages by LAs
• Local Assemblies with by-laws to register Community Based Organisations CBOs

In APL II, the goal is to attain 70% in the following targets:

• Local Assemblies implementing community service packages within the MTEF
• Compliance with sub-project cycle delivery benchmarks by LAs
• Local Assemblies with reporting mechanisms for 12 Millennium Development Goals (MDG) indicator targets

In APL III , the goal is to attain 70% in the following targets:

• Traditional Authorities with a Community Savings Club
• Local Assemblies graduated and Zones folded up
• Local Assemblies with outcome-based monitoring and evaluation systems
